Saigon Hi-Tech Park (SHTP) is seeking a qualified consultant to develop and manage the public relations and marketing strategies for the establishment and implementation of the regional Mobile Applications Laboratory (mLab) East Asia in Ho Chi Minh City – Vietnam, which is sponsored by infoDev-World Bank, and managed by a consortium consisting of the  Saigon Hi-Tech Park, Vietnam National University, FPT University, and Elcom.



The main objective of the position of the Mobile Applications Laboratory PR & Marketing Manager is to develop and manage the implementation of the public relations (PR) and marketing strategies for the mLab East Asia.

For the long term, the incumbent will be responsible for the public relations and marketing activities and related matters for the mLab and its services including training and accreditation, competitions for ideas, seminars and workshops, business mentoring, access to finance and market, testing and certification, and other services; as well as providing PR and marketing supports to the mLab’s clients.

In particular, the mLab PR & marketing manager will:

  • Be responsible for the development and implementation of the mLab marketing strategies and plans in accordance with the Business Plan based on a sustainable business model, and the leadership of the mLab manager.
  • Conduct market research to determine market potential and requirements for the mLab’s services.
  • Manage and coordinate all marketing, advertising and promotional activities of the mLab.
  • Build and manage relationships with industry, academia and the communities to communicate and enable the delivery of mLab services.
  • Develop relationships with regional and global partners to support Mobile Applications, Mobile Application Communities.
  • Determine and build the budget for all PR & marketing campaigns and related activities.
  • Monitor, evaluate, review and report on all mLab PR & marketing projects and activities.
  • Take part in the selection of and give marketing supports to highly potential entrepreneurs.
  • Liaise with media and advertising.

This is a challenging position that requires an entrepreneurial approach and a commitment for helping new and emerging businesses in the region. Nonetheless, with good funding to establish the mLab, the position offers exciting long term prospects and growth for the right person.


The mLab PR & marketing manager will work under the leadership of and report directly to the mLab manager. The mLab PR & marketing manager will develop the marketing plan for the mLab in accordance with strategic and financial objectives laid out in the Business Plan, and set by the Steering Committee. The marketing plan and its implementation will need the approval by the mLab manager before actually put into action.


The successful candidate must be self-motivated and able to demonstrate strong leadership abilities and skills in negotiation and conflict resolution, as well as in organization and planning. An analytical, evaluative and problem-solving personality with the ability to multi-task within tight deadlines is required.

The candidate is expected to have knowledge of the issues of distributed team work (remote meetings, resource sharing, monitoring tools); should have experience in online tools for distributed collaboration; should respond to email quickly, share information efficiently with all relevant stakeholders.

The candidate must also have excellent communication ability with a strong project management, presentation and consultation skills. These skills will be used to prepare project reports, briefing notes, correspondence, presentations and response to information requests from internal and external stakeholders.


The candidate should meet the following minimum qualifications:

  • A relevant degree from a recognized educational institution. (for example a BA or an MBA in marketing or business management)
  • 3 years of public relations, marketing and/or business development experience either in a small, medium or large business/institution. A proven track record in developing and administering a marketing program must be evident in the career of the candidate.
  • Good knowledge and experience of mobile industry ecosystem, with evidence of past exposure to ICT industry, and preferably a strong interest in mobile applications development and content targeting emerging markets.
  • Detail-oriented with the ability to manage projects from inception through execution.
  • Excellent communication skills, both verbal and written.
  • Excellent written and spoken English.
  • Preferable advantages:
    • Vietnamese citizen with a post-graduate degree from a developed educational system.
    • Experience in the development and training.
    • Proven leadership skills and ability to motivate and lead teams and engender trust, both locally and through online environments.
    • Evidence of community development activities and networking ability, particularly with mobile, scholar and/or business communities in the nation and region.


The mLab PR & marketing Manager will be expected to occupy this position on a full-time basis, operating from the mLab premises located in Saigon Hi-Tech Park, Ho Chi Minh City, Vietnam. In order to execute the responsibilities of the position, periods of both local and international travel are to be expected.

The mLab PR & marketing manager must be willing to work outside of business hours to meet deadlines or address issues that could compromise on the achievement of strategic and financial objectives or services delivery.


The position is set for 01 year starting as soon as possible, but no later than June 1, 2012. The contract is subject to renewal. Candidates interested in to stay beyond the establishment phase and run the mLab PR & marketing position permanently after the initial assignment with SHTP, are encourage to apply. The extension of the labor contract to the end of the project might be directly decided by the SHTP (the host organization) after the assignment, depending on the successful implementation of the tasks and the availability of the funds.
